The Project Admin can set the States.
There is no limit to the number or complexity of how a ticket flows through the system. There is an initial State [like OPEN] and there can be many final states [like CLOSED, or REJECTED]. The P-Admin determins what level of access a user needs to be able to push the ticket through the different states. It is very typical for a team lead to confirm every ticket before it reaches the final state. Implementing this is very easy.
