This appears on the top of every page for DB and Project Admins.
The Orange row is for the DB Admin only. The Green row is for the DB or Project Admins. Normal users see neither of these rows. The "view" and "create" links have pull down select lists to choose which project to view or create a ticket in. Logic based upon Project Admins regulates which projects any given user will be able to see. Both the top grey, and the bottom white row appear for everyone.
